The Oxnard Police Department has launched an enforcement initiative targeting illegal online gambling operations identified within several retail shops throughout the city.


Over the past several months, investigators have identified multiple businesses allegedly facilitating unlawful gambling activity through internet-based devices. These operations are often disguised as legitimate retail activity but function as unlicensed gambling enterprises.


“Illegal gambling operations undermine legitimate businesses and expose our community to broader criminal activity,” said an Oxnard Police spokesperson. “We are committed to holding violators accountable and maintaining safe commercial corridors.”


The investigation focuses on violations of several California statutes, including:

• California Penal Code 330 (Illegal Gambling):

Prohibits operating or participating in “banking” or “percentage” games where a house or operator profits from wagers. Violations are typically misdemeanors punishable by up to six months in jail and fines up to $1,000.

• California Penal Code 337(a) (Bookmaking and Pool Selling):

Makes it illegal to engage in or facilitate betting operations, including online wagering platforms or maintaining locations used for betting. Charges may be filed as misdemeanors or felonies depending on the scale of the operation, with penalties including jail or prison time and substantial fines.

Under California law, illegal gambling extends to electronic and online formats when a business acts as the “house” or takes a percentage of wagers, even if presented as sweepstakes or skill-based games.


In addition to criminal prosecution, businesses found to be involved in illegal gambling activity may face: suspension or revocation of city business licenses, administrative fines and code enforcement penalties, and potential forfeiture of equipment and proceeds tied to illegal activity


The Oxnard Police Department will continue proactive inspections and undercover operations at retail establishments suspected of hosting illegal gambling. Property owners and business operators are reminded that knowingly allowing illegal gambling on their premises may result in criminal charges.
