In a ceremony held at the Port of Hueneme, Jesse Ramirez was sworn in for his final term as President of the Oxnard Harbor District. The oath of office was administered by Ventura County Supervisor Vianey Lopez. Ramirez, a long-serving member of the International Longshoreman’s and Warehouse Union Local #46, has dedicated over 51 years to the port, starting as a casual longshoreman and rising through the ranks to become a respected leader. Ramirez was sworn in alongside Commissioner Celina L. Zacarias who just completed a successful year at the helm as board president. The baton of being president has been passed to Ramirez for 2025.


Ramirez’s career at the port is marked by his unwavering commitment to community service. He has been a staunch advocate for the disadvantaged and underserved, supporting various groups and initiatives. His efforts include aiding the Tarahumara Indians of Chihuahua, Mexico, and supporting youth groups in Oxnard, always emphasizing the importance of education. As a Vietnam veteran, Ramirez also has prioritized his efforts for all those who served.

In addition to his work with the Tarahumara Indians and local youth groups, Ramirez has been involved in numerous local events and organizations. He has supported the Oxnard Film Society Summer Film Series, the Boys and Girls Club, and humanitarian efforts for school children in Guatemala. His dedication to environmental stewardship is evident through his focus on green initiatives, including an urban tree project. The Port of Hueneme’s Banana Festival is a part of his visionary legacy, through which he wanted to open the Port to the community. Today, the festival hosts upwards of 10,000 people annually and is one of the few festivals completely free to the Public.


As President of the Oxnard Harbor District, Ramirez has championed green initiatives and environmental stewardship. His leadership has been instrumental in promoting sustainable practices at the port, ensuring that it remains a vital economic hub while minimizing its environmental impact.
