In early April, Officers from the Oxnard Police Department’s Special Enforcement Unit began an investigation into a residence in the 1000 block of West Spruce Street, reference maintaining a residence for the purpose of unlawfully selling or using a controlled substance.
There had been five previous overdoses at the residence, including two fatalities. On Thursday, June 18, 2026, Officers from the Special Enforcement Unit, with assistance from the Neighborhood Policing Team, served a search warrant at the residence. During the service, officers located several different types of controlled substances, scales, and drug paraphernalia. Two subjects, Christopher Spivey a 39-year-old Oxnard resident and Nestor Tovar a 47-year-old Oxnard resident, were arrested for allegedly being under the influence of a controlled substance. Genevieve Baker a 35-year-old Oxnard resident was arrested for allegedly multiple drug-related charges, including allegedly maintaining a residence for the purpose of unlawfully selling or using a controlled substance.
Under certain conditions, it is a crime to own or rent a house and allow a house or dwelling to be used for the use or sale of drugs or for the commission of other crimes; if this occurs, the house or dwelling may be confiscated or seized by authorities.
