The Manual Audit is a Key Component of the Official Canvass for California elections

Michelle Ascencion, Ventura County Clerk-Recorder and Registrar of Voters, announced the schedule for the One Percent Manual Tally audit of the June 2, 2026, Gubernatorial Primary Election. A mandated process under the California Elections Code (§15360), the One Percent Manual Tally audit is conducted during the Official Canvass period and involves a meticulous hand count of ballots from randomly selected batches of ballots tabulated through the end of Election Night. The manual tally counts are compared to the electronically compiled results to confirm the equipment’s correct tabulation of the ballots.


The audit process officially begins on June 11 at 9:00 AM and is expected to be completed no later than June 23, 2026. Members of the public and media are welcome to observe.


“There are so many focused, detail-sensitive components of an election that have to take place on a strict schedule, including the one percent manual tally,” Ascencion said “It is designed to specifically verify the accuracy of the tabulation, testing every contest in the election. It takes several teams of election workers and staff hours of repetitive work and focused attention on the multiple contests within various ballot types. It is a key step to the certification of every election.”


Both the One Percent Manual Tally and the Pre-Election Logic and Accuracy Testing conducted for each election are mandated processes that ensure the security, transparency, and efficiency of elections in California, as well as confirming that every piece of equipment is functioning properly with 100% accuracy.
